ISSUE: Work-stoppage and funding freeze of USAID

Program Partner: Catholic Relief Services (Faith & Poverty: A Global Response)

The Administration has issued immediate stop work orders on almost all foreign aid as they review State Department and USAID programs. New administrations usually review ongoing programs against their policy goals. However, ceasing almost all lifesaving humanitarian and development assistance during that time will have real impacts for human life and dignity and on U.S. national interests.

While Secretary of State Rubio issued an exception for lifesaving humanitarian assistance, it has still not allowed any assistance or funding to move so lifesaving work can continue. Halting funding for lifesaving international humanitarian and development programs is impacting millions of our sisters and brothers around the world who need access to lifesaving humanitarian, health and development assistance.

UPDATE – The situation has become more dire: CRS received more than 70 notices of terminations of programs around the world, many of which had received waivers by the State Department to continue operating. The Supreme Court ruling has sent the issue of the funding freeze back to the lower courts, which will attempt to enforce its original ruling. Since January, CRS has not received funding for USAID work, even for work already completed prior to the executive order. Over $50 million is owed to Catholic Relief Service for services rendered, which has led to more than 1,200 global layoffs of CRS staff in countries around the world.

Amina Bukar and other nursing mothers in Nigeria were receiving training and food supplements for malnourished children to aid their recovery. Amina served as a lead mother coordinating nutrition activities for her community through CRS’ THRIVE project as part of a multi-sectoral, integrated program funded by USAID’s Bureau for Humanitarian Assistance to provide context-specific humanitarian assistance. Its area-based approach was working to advance participants from lifesaving assistance to life-building support.

Ukraine Field Update

Families in Ukraine are losing safe housing without home repairs, leaving them to endure freezing temperatures in severely damaged homes. Without heat or safe housing, children, older adults and people with disabilities are especially vulnerable to severe illness or even death.

A healthy democracy requires people to be educated, organized, and engaged at every level. Creation Justice Ministries specializes in helping Christian communities to engage at the federal level of US government.
